Huge concern that the strategic objectives have been completed with very little concern for many of the important issues that will affect Blackmore and its residents (R25 and R26). Blackmore is the smallest village of those considered for development and certainly does not have the infrastructure to cope with additional houses. Roads, local amenities, education. An increase of 23% in dwellings is against Brentwood and Government guideline place the new development on the centre site has/will increase further burden on Blackmore. Additional cars will increase the traffic flow which will further effect the congestion on our roads with the village being a favoured cut through for vehicles using the A12/M11. The fields being considered for development and in Green Belt and building is against policy. The allocation of these sites seem to bear little consideration for many of the the points raised by the BVHA and have only been adopted to justify R25 and R26.

Blackmore is a remote village which does not meet any of BBC strategic objectives. It has poor road connections, is distant from towns/railway stations, bus service is poor and not suitable for commuting. Car travel is essential to get anywhere. More houses result in more cars/pollution/congestion. This is all contrary to BBC strategic objectives and Government aims for reducing unnecessary journeys. Also destroying 2 Green Belt fields means loss of valuable wildlife habitat.

Blackmore is a remote village. It has poor connections and public transport. Car travel is essential. So more houses mean more cars (national average is 2 per household). So more pollution and congestion. This is contrary to BBC strategic objectives and the Government aims for reducing unnecessary journeys. Even more so after pledges made at the climate change conference this autumn in Scotland by the UK Government.

Blackmore does not meet strategic aims of BBC or government, it has poor public transport, is a long distance from towns, and stations. Every household has to have 2 cars to get anywhere. This means high level of car use, which does not comply with BBC or government guidelines and government climate change policy.

Car travel is essential to get anywhere, so more houses more cars/pollution/congestion. Which is contrary to both the BBC and Government aims for reducing unnecessary journeys.

The development proposed for Blackmore does not meet any of BBC strategic points, nor many of the Governments. Does not satisfy the following:
1. Will not create any local jobs
2. There will be no affordable housing
3. No local benefits to Blackmore iteself
4. The 70 houses will generate 140 cars plus, everyone has to commute, shop, hospitals etc by car. Bus service too infrequent to assist
5. Local infrastructure cannot cope now, poor and narrow lanes, no pavements on many lanes, no lighting, doctors unable to meet current demands, local school already full.

For the VISION and STRATEGIC OBJECTIVES to be meaningful, sound and effective, they have to be rigorously applied throughout the Plan. The allocations in Blackmore (R25 and R26) fail BBC's own 'tests', in particular:
• Blackmore is the most remote Village in the entire Borough
• Existing (and future) residents are, and will remain, totally dependent on personal motorised means of transport
• An additional 70 homes will likely mean an additional 1,000 plus traffic movements per day (including the increasing frequency of delivery vehicles, for food and other shopping)
• All leading to increased pollution levels
• There will be a significantly negative impact on biodiversity, if two green fields, in the Green Belt, are developed
• MM1 and MM2 are rendered unsound (not effective and not positively prepared), should R25 and R26 remain in the LDP.

The main modification is unsound and not compliant. Increasing the housing stock means increasing the number of car journeys pollution and congestion. How anyone can consider a 20% increase in the village size is sound, without considerable increase in the infrastructure of the village is beyond comprehension. The roads, schools capacity and doctors provision would all need increasing. Blackmore is a class 4 village not a class 3.

The needs and concerns of the local community have been ignored, including the threat of increase in flooding and pollution, both sewage and increased traffic.

It has no commercial or industrial area to provide employment for incoming residents.
No rail link and poor bus service. Use of car is essential. More houses means more cars and more journeys resulting in increased pollution and congestion contrary to BBC strategic objectives and the governments aims for reducing unnecessary journeys.

Most of the reasons for objection have already been covered in previous reviews. They are still valid, overcrowding of a village and standing amenities. A reduction of 10 homes is pathetic, as is the idea of using Orchard Piece as an access road. A quiet road will be no more. I imagine this was thought about and rejected 40 years ago when this road was developed.

Blackmore is a small isolated village with no bus or rail service, so everyone living here needs to use cars to get around. Although the stated objectives of the Council and the Government is to reduce congestion and pollution by discouraging more car journeys. This plan goes 180 against that by putting a big development in a small village and force more cars on the broken down road system.

Due to poor public transport and being a remote village, Blackmore isn't suited to commuting. This means the only way to travel will be by car. More houses will cause more cars and therefore more congestion, cars and pollution, contrary to government aims to reduce unnecessary journeys. Furthermore to the climate impact of the construction of houses on two fields will be loss of habitat for wild animals.

The proposal is unsound because it has not taken into consideration the feelings and views of the current local population on things such as:
- More homes will equal more people in the village, with more more cars and more pollution. We want Blackmore to stay as a village.
- Doctors appointments and school services are already under substantial pressure without additional residents.
- Money needs to be spent on the current infrastructure not new housing.

The proposal of more homes in the village of Blackmore would necessitate more cars, more cars means more pollution. Government objectives are to reduce pollution, not add to it. Access roads in and out of the village are not adequate for present commuting. Access via Orchard Piece is not realistic. Losing two green belt fields would be highly detrimental to wildlife.

The remote nature of Blackmore necessitates car/van travel in most cases. The bus service that does exist is poor and this used infrequently. development such as that proposed will increase car usage and general vehicular movement in/out and around the village. The roads into/out of and through Blackmore are, in many instances narrow. Parking is often a problem in some roads causing roads to become even narrower when double parked. The loss of 2 large fields would have a significant effect on wildlife habitat.

You need a car if you want to live in Blackmore this is a remote village with poor road connections, more houses meaning a lot more congestion, more cars and pollution. Surely this goes against the Councils aims of reducing unnecessary journeys. Not to mention that we will also lose 2 large fields which are home to foxes, voles, hedgehogs and badgers, not to mention what will happen to the rain when it falls, floods.
