Representation Summary:

The LDP has not engaged with the Environment Agency, and as a result has not taken into account the impact of flooding from the River Wid. Building on R25 & R26 will exacerbate flooding, potentially causing flood damage to houses on Woollard Way or Orchard Piece.
No account has been taken on the impact of climate change.

Representation Summary:

Any new development will substantially increase the amount of hard ground and add to the flood risk of the area. This is already a significant problem and will no doubt get much worse due to climate change. This is an ill conceived plan that fails to take into account the characteristics of the area.

Representation Summary:

Flooding in Blackmore is a known issues, by building on 2 large fields will only exacerbate the problem as a field will provide a more permeable surface than a concrete development. Over recent years the roads leading to the proposed development have been flooded making them in-passable. Should it be suggested that Orchard Piece be used as an access road is also unsatisfactory. Currently Orchard Piece is a quiet cul-de-sac that is used by children to play if this is used as an alternative it will destroy the current peace and quiet and safe road for our children and lead to traffic chaos.

Representation Summary:

Flood risk not sufficiently addressed. My house was flooded 3' deep in August 1987 together with at least 15 other houses and St Laurence Grade 1 Church. We had near misses in summer 2016 and 2018 when water pooled at the bottom of Church Street coming up our drive and up the church path. Some minor flooding of houses also occurred then.
Roads in Blackmore are regularly impassable due to flooding, monthly.
Several MMs refer to Blackmore as a Critical Drainage Area. MM78 para Bc "flood risk will not increase elsewhere" and Bi "reduce flood risk overall". These developments will increase the risk of flooding in the existing village because of the fast run off of water from impervious surfaces. That means my house and the church.

We cannot support in this village more population and damage to our lanes through construction and extra traffic. These fields flood as well as the roads. I also understand that access through Orchard Piece is also a proposal which is very congested at the best of times especially at weekends.

Flooding has always been an issue with Blackmore and removing 2 large fields will just make the situation worse, the suggestion of digging 2 ponds on the site as a solution is unworkable as at times of heavy rain the water table is at ground surface level. With more extreme weather situation will only worsen.

Blackmore has always suffered from flooding an covering 2 additional large fields will make this problem worse. No professional advice has been taken on the topic and some aspects have been totally ignored. The effects of climate change will aggravate the problem and threaten all the other houses in the village. I have seen pictures of rowing boats in Church Street in previous floods in the village.

Blackmore has a history of flooding, removing 2 large green fields will make the situation worse and is contrary to Government guidelines. When we have heavy rain Red Rose is blocked as stream is 3 to 4 foot deep, Chelmsford Road floods by the ponds so we are effectively cut off from the village.

Blackmore has always had a problem with flooding, and concreting over 2 large fields will just compound the situation. The idea of digging 2 ponds on each field is pointless; when there is heavy rain the water table is at ground surface level. With extreme weather becoming more frequent, the flooding situation will only get worse.

Representation Summary:

The current and ongoing situation of flooding on roads in and around Blackmore seems to be ignored despite it being a regular occurence.
The LDP is unsound as it fails to acknowledge the impact on the community of the increase risk of flooding by the reduction of green fields which absorbs the surface water. This will result in continual flooding down Red Rose Lane and at the junction of Chelmsford Road by the duck pond.

These are the objections I have regarding the development in Blackmore village. Flooding which occurs regularly Chelmsford Road by pond, Red Rose Lane by bridge and at the junction of St Lawrence Gardens.
If these houses are built it will increase a large area of hard standing which will add to the risk of flooding.

MM78, B, page 160 states a Flood Risk Assessment must assess all sources of flooding and its affect on the surrounding areas. Due to a problem with flooding already around Blackmore this should have been carried out before R25 and R26 were included in the LDP. It needs to be carried out prior to the completion of the LDP.
MM78, B (b) page 161 Blackmore is in a Critical Drainage Area. (d) page 161 'change of use to a more vulnerable class etc'
Changing green fields to hardstanding would have implication to the surface water and drainage to the village.
MM78 C (c) considerable evidence has previously been submitted to indicate that the flooding and further flood risks will increase.

The whole plan or lack there of has major flaws, as an example your human body cannot grow extra arms, legs and feet etc! and expect your organs to cope with the extra needed. It wasn't built to allow this, how can a small village already at a maximum capacity on its sewer system. The water run-off is a major problem with flooding, and causes a great deal of worry.

Flooding is a major problem for Blackmore and always has been. I have lived in my house for 8 years. For the past 3 I have struggled to get any insurers to cover my home for flood damage as it is recognized as flood risk per the UK government. Replacing 2 large fields with concrete and tarmac will only make the situation worse.

Huge concern in the regular flooding in Red Rose Lane have and the area by the pond. What consideration has been given to fact of more having being built and the subsequent land drainage into an area that already has huge problem during the winter e.g. numerous vehicles requiring assistance to be pulled from the flood water. This flooding will/does create many problems when accessing the village.

Representation Summary:

As already stated, Blackmore suffers with severe flooding on a regular basis and this is a significant fact when taking existing housing into effect. An Environmental Agency survey should be undertaken as a matter of urgency before sites R25 and R26 can be considered for the LDP. This should already have been undertaken and shows a lack of soundness in completion of the document.
