Any new development will substantially increase the amount of hard ground and add to the flood risk of the area. This is already a significant problem and will no doubt get much worse due to climate change. This is an ill conceived plan that fails to take into account the characteristics of the area.

Flooding in Blackmore is a known issues, by building on 2 large fields will only exacerbate the problem as a field will provide a more permeable surface than a concrete development. Over recent years the roads leading to the proposed development have been flooded making them in-passable. Should it be suggested that Orchard Piece be used as an access road is also unsatisfactory. Currently Orchard Piece is a quiet cul-de-sac that is used by children to play if this is used as an alternative it will destroy the current peace and quiet and safe road for our children and lead to traffic chaos.

Flood risk not sufficiently addressed. My house was flooded 3' deep in August 1987 together with at least 15 other houses and St Laurence Grade 1 Church. We had near misses in summer 2016 and 2018 when water pooled at the bottom of Church Street coming up our drive and up the church path. Some minor flooding of houses also occurred then.
Roads in Blackmore are regularly impassable due to flooding, monthly.
Several MMs refer to Blackmore as a Critical Drainage Area. MM78 para Bc "flood risk will not increase elsewhere" and Bi "reduce flood risk overall". These developments will increase the risk of flooding in the existing village because of the fast run off of water from impervious surfaces. That means my house and the church.

The current and ongoing situation of flooding on roads in and around Blackmore seems to be ignored despite it being a regular occurence.
The LDP is unsound as it fails to acknowledge the impact on the community of the increase risk of flooding by the reduction of green fields which absorbs the surface water. This will result in continual flooding down Red Rose Lane and at the junction of Chelmsford Road by the duck pond.

These are the objections I have regarding the development in Blackmore village. Flooding which occurs regularly Chelmsford Road by pond, Red Rose Lane by bridge and at the junction of St Lawrence Gardens.

MM78, B, page 160 states a Flood Risk Assessment must assess all sources of flooding and its affect on the surrounding areas. Due to a problem with flooding already around Blackmore this should have been carried out before R25 and R26 were included in the LDP. It needs to be carried out prior to the completion of the LDP.

The whole plan or lack there of has major flaws, as an example your human body cannot grow extra arms, legs and feet etc! and expect your organs to cope with the extra needed. It wasn't built to allow this, how can a small village already at a maximum capacity on its sewer system. The water run-off is a major problem with flooding, and causes a great deal of worry.

For the past 3 I have struggled to get any insurers to cover my home for flood damage as it is recognized as flood risk per the UK government. As already stated, Blackmore suffers with severe flooding on a regular basis and this is a significant fact when taking existing housing into effect. An Environmental Agency survey should be undertaken as a matter of urgency before sites R25 and R26 can be considered for the LDP. This should already have been undertaken and shows a lack of soundness in completion of the document.
