Flooding appears to have been ignored completely but the problem is still there, and if not addressed future Council staff will have to clear up the mess, when the village inevitably floods in the future. This needs to be addressed at this stage.

Flooding in Blackmore is a regular occurrence, digging 2 large ponds is not the answer, as once they are filled up they will stay that way due to the nature of the sub soil (clay).

Blackmore has flood issues already, we can't have 2 large fields removed. With more extreme weather predicted this risk of flooding will worsen. The suggestion of digging 2 ponds on the site as a solution is unworkable as at times of heavy rain the water table is at ground surface level. Also losing 2 large fields to houses means loss of very precious wildlife habitat that currently contains hedgehogs, voles, foxes and badgers.

There was a comment that development may impact surface water flooding but the Inspectors wrongly removed this wording. They also ignore the fluvial flooding from the River Wid. There is a massive flood risk in this area. Whenever there is a downpour many surrounding areas are under water. It is getting worse. The climate change is not going to help the situation. There is also poor local infrastructure, schools, shops, parking etc.

Flooding has always been a major issue for Blackmore and the new development where we live has already taken extensive open field areas and covered them in material that does not absorb rain water. To remove even large fields for the proposed developments would be very bad for those new properties and also the rest of the village. Blackmore is recognised as a Critical Drainage Area in the plan, but the Inspectors have removed the comment that the development may impact surface water flooding, and there is no evidence to support this change of direction. There is also no mention at all about Fluvial Flooding which has been completely ignored. With more extreme weather predicted this situation will only worsen.

Blackmore Village is a remote village, the doctors and schools are at capacity, there is no railway station, poor bus service, very few shops, infrastructure cannot sustain additional population and traffic. Whenever there is heavy rain I cannot get to shop as both Chelmsford Road and Red Rose Lane flood every time. Only other way is via Spriggs Lane and Fingrith Hall which is 3 times the distance. So to build on 2 large fields in Red Rose Lane is stupid and needs to be changed.

Parts of Blackmore are in flood risk 3 zone and any development on surrounding Green Belt will only increase this, changes do not go far enough.
The current plan puts existing homes at risk, unacceptable. Any site that is at risk of flood whether from rivers or surface water should be excluded from the LDP. The massive risk to existing infrastructure and homes really is unacceptable.

There is ample evidence of significant flooding in Blackmore and to create a plan that does not include an Environment Agency report on the topic is bizarre when BBC recognise it is a Critical Drainage Area. To create a plan which removes two vital Green Belt fields to be replaced by houses appears suicidal.
For the Inspectors to try to hide this issue by removing a comment that the development may impact surface water flood is beyond belief.
Worst of all, neither Council nor Inspectors have given any thought to fluvial flooding which is a known issue with the River Wid.

Redrose Lane in a flood plan and taking 4 hectares of meadow land with ancient hedgerows and ditches and replacing them with house, concrete and tarmac will make flooding worse. Vast sections of Blackmore is flooded by downpours coupled with the River Wid where water enters ditches. I lost my car in this lane when a surge of water from field R26 in minutes entered into the foot wells. Much flooding in areas makes roads and lanes impassable. Also Redrose Lane is not a road, it has no pavement and is used by dog walkers, cyclists and horse riders. Cars make this lane dangerous as it is a single track. Sewers and drainage capacity in Blackmore are at their maximum and this should be taken more seriously.
