Use of a new settlement hierarchy has been misapplied.
Blackmore has one small shop (co-op) which does not compare to large villages such as Doddinghurst, Kelvedon Hatch/Mountnessing.
Larger villages as mentioned above have better road links, a parade of shops, more housing/dwellings and closer to towns and stations.
The village should be classified as class 4 not a class 3 village.
The following numbers demonstrate the inequality.
Doddinghurst: Population 2,250, Neighbourhood Plan No, Housing allocation 0
Blackmore: Population 800, Neighbourhood Plan No, Housing allocation 70
Remaining northern villages population total 6,191, Neighbourhood Plan No, Total housing allocation 0

Blackmore Village is a remote village, the doctors and schools are at capacity, there is no railway station, poor bus service, very few shops, infrastructure cannot sustain additional population and traffic. Flooding will eventually happen and will get worse if the landscape is interfered with. Wildlife will be impacted. Residents' concerns have not been taken into account and have been ignored.

Blackmore does not meet Government criteria for a class 3 village, should be class 4, BBC should follow guidelines. Doddinghurst is a grade 3 village which has been ruined by over development. If you want to experience village atmosphere you have to go to Blackmore, but BBC obviously want to ruin that village as well.

Blackmore is the most out of the way village in the borough, it does not compare in facilities, size or population to surrounding villages, Stondon Massey, Kelvedon Hatch, Doddinghurst, therefore making the proposals unsound. Any increase in housing with the very limited public transport Blackmore has will inevitably lead to more cars/traffic on the road which together with the limited facilities in the village will overwhelm it.

I consider the main modifications to be unsound. Including R26 and R26 in the LDP Plan to build houses in Blackmore village, means that Blackmore will cease to be a village as it is today. These fields are not suitable for development. Blackmore is unlike other villages like Doddinghurst, Kelvedon Hatch, Herongate and should be classified as a class 4 village and not 3.

The settlement hierarchy has been incorrectly used to label Blackmore as category 3. In fact it is much smaller and has far less facilities than the other 3 villages. It was bumped up as a political justification to justify inclusion of sites R25 and R26. Blackmore has a population of 800 odd and has been allocated 70 houses with no Neighbourhood Plan. The rest of the Northern villages in total have a population of over 8,700 and 0 new houses in the plan. Many can support and desire additional development.

Blackmore should be classed as class 4 village and not class 3 as Doddinghurst which has many more amenities. Green Belt land should not be used for development of houses. The effect on wildlife will be considerable.

The proposals for Blackmore are totally unsound its the remotest village in the borough and does not compare in size or population or facilities to other local villages of Doddinghurst, Kelvedon Hatch, Stondon Massey. There are very limited facilities, public transport is extremely limited. This very large expansion of the village will overwhelm all local facilities and roads.

Blackmore has been classified as a category 3, which is wrong and should be category 4. The other category 3 villages are much larger with far better infrastructure and facilities. Doddinghurst has 2,550 inhabitants and a Neighbourhood Plan but 0 houses allocated. The other northern villages combined total inhabitants of 6,190 but still 0 houses. Blackmore with 800 souls has to accept 70 houses. This is wrong.
