The settlement hierarchy has been incorrectly used to label Blackmore as category 3. In fact it is much smaller and has far less facilities than the other 3 villages. It was bumped up as a political justification to justify inclusion of sites R25 and R26. Blackmore has a population of 800 odd and has been allocated 70 houses with no Neighbourhood Plan. The rest of the Northern villages in total have a population of over 8,700 and 0 new houses in the plan. Many can support and desire additional development.
