1. The local Doctors surgery at the Deal Tree Centre is under pressure now and will certainly not cope with another 90 plus households. 2. The Local primary Schools is unable to take any more pupils. 3. Red Rose Lane should be maintained as a country lane and is liable to flooding. 4. Traffic through Blackmore at peak times is extremely busy and the road to Mountnessing from Blackmore is poorly maintained with numerous pot holes and at least three areas of flooding, which will only get worse if further development is allowed.

Site is not self-contained village infill as suggested in the LDP, it is on open land outside the village and Red Rose Lane which is viewed as a border is a narrow countrylane unsuitable for extra traffic. It is also of historical significance, being an 'plague road' during the Black Death.

We would like offer our observations on the way that the Local Development Plan affects our Parish. A couple of years ago we attended a Public Meeting at Tipps Cross Remembrance Hall where Brentwood Council officers categorically told residents that there would be no developments in our Parish. Then, out of the blue, the Council has decided that they are now planning to build 116 properties - 26 in the Tipps Cross area of Hook End and 96 in Blackmore. There are a total of 53 properties also being planned for Kelvedon Hatch. We are at a loss to understand why our Parish and Kelvedon Hatch have been targetted while the neighbouring Parishes of Doddinghurst and Stondon Massey have been left untouched. First let's leook at the 20 properties planned for the recreation field, aka the Croquet Lawn, and the adjoining Chestnut Field at Tipps Cross Remembrance Hall. At a recent Public Consultation at Tipps Cross Hall, many of the large number of residents from around the Parish who attended were left with very few answers to the questions put to Council officials. Requests for what seemed a logical Question and Answer session had been rejected in advance and a last-minute plea on the night for a Q and A session was turned even though a microphone was available. Residents variously described the meeting as "a waste of time" and a "pointless exercise". With regard to the proposed developments at Tipps Cross, many people got the feeling that the Council did not know that the recreation field is a vitally important and well-used asset that contributes significantly to the viability and continuing success of the Remembrance Hall. We got the impression that the Council thought the field was overgrown and never used - even though the field has served the local residents well for more than 100 years! Nothing could be further from the truth as the field is used regularly by the Tipps Cross Croquet Club who have been playing socially and competitively for 22 years at this venue. The field also features a basketball net and the field also used by a cycling club, Stondon Massey Pre-School, dog walkers and young people playing football. The field also plays host to a Dog Show and family activities and is used by the Papworth Trust, a charity for disabled young people. Brentwood Council has even booked the field for a Family Fun Day in August. The field is a vital selling point when Tipps Cross Hall is hired for weddings, anniversaries, children's birthday parties and other activities. If these properties are built why would people hire a hall with a brick wall just a few feet away from the back door? The loss of the field would have serious repercussions for a hall that us used seven days a week for well-run and well-attended community activities. With regards to the 96 houses proposed in two areas of the village of Blackmore, this seems a very high number of dwellings for such a small community and would, in our opinion, have a potentially disastrous effect on the balance of village life for its residents. We all accept that new properties, especially smaller and affordable houses and NOT 4-5 bedroom houses favoured by money-making developers, need to be built but to impose an increase of housing in the heart of Blackmore of almost 30 per cent is totally disproportionate. Yes, we need more housing but not such a large development for such a small community! Once again this proposed development seems to have been led by housing developers who have had their eyes on these sites for many years. It also again begs the question: "Why has Doddinghurst and Stondon Massey been left out of the housing equation?". You will receive many objections saying that there are not enough places in Blackmore School, the local doctors' surgery is totally full and patients wait weeks for an appointment, the public transport links are dismal and continually under threat and you even admit in your LDP that the local waste treatment centre are already running at "full capacity". Based on these facts can you seriously believe that Blackmore is the right place to impose an increase in population of nearly 30 per cent? Based on these facts can you seriously believe that Blackmore is the right place to impose an increase in population of nearly 30 per cent? Therefore, while readily accepting the need for an increased in housing, we feel that the two sites you have chosen in Tipps Cross are totally unacceptable and the number of properties planned for Blackmore need to be reduced considerably.

We paid a premium to buy a property in Blackmore village as we wanted rural living; we instantly fell in love with the small quiet village living and knew it was an ideal place to raise our family. The open spaces and community spirit easily justified the increased price for our property when compared to similar properties in neighbouring villages. Increasing the number of homes by almost 1/3 will completely change the feel of Blackmore. We'll be living in the urban sprawl and this is not something we ever intended on and definitely not something we want for our children. This is especially <true> given the developments already taking place at Norton Heath riding centre. The local school, GP surgery and other amenities will simply not cope. When your home is surrounded by Green Belt you naturally believe you are protected from large developments. We feel completely let down and disappointed by Brentwood Borough Council as we learn that the necessary exemption is already being processed. Why Blackmore has to bear the brunt of such a high proportion of the required builds is very difficult to understand. We believe small developments, infills and brown sites are the way forward and would not overly burden any one village. We very much hope Brentwood Borough Council re-think their current proposals.

I object to both sites due a number of reasons. 1. Infrastructure - Redrose Lane is a 'lane' used by numerous people. Walkers, runners, walking dogs, horse riding & bike riders. This lane is inappropriate for the level of traffic for 96 homes. This will destroy the ability for people to enjoy the countryside. 2. Disruption - This will cause major disruption for existing residents who live beside the 2 sites over the several years of work. 3. Surgery - As it currently stands the surgery at Deal Tree Centre is at its full capacity in the parish. Adding these additional homes it will male it more difficult for residents to get appointments to see their GP. 4. School - Blackmore School is at its maximum capacity. 5. Green Belt - both sites are grazing areas and are home to Wild Life. Taking away the hedge rows, cutting trees down will destroy their habitat. This is so important to their country side and their food chain. We should be encouraging Wild Life - not taking it away. Blackmore will become a town and not a village. I cannot see how these will be affordable homes for young people who have brought up in the area. only 'winners' will be the builders who will rent or sell as a part-buy housing scheme.

1. Object on grounds of excessive development in Blackmore Village - the proposed sites represent over 28% increase in houses in the village. Of the proposed sites listed in Green Belt - Larger Villages section of the LDP, nearly 70% of the proposed houses are in Blackmore and Tipps Cross Ward (116 houses out of 169). This is an excessive and unwarranted increase of this small historic village, whereas neighbouring villages such as Doddinghurst have no proposed sites for development. 2. The sites 076 and 077 are green belt field with the protection that designation provides - development should only be considered in exceptional circumstances. Proposed development will cause degradation of environment and damage to wildlife. Many rare birds such as skylark, barn owls and turtle dove are regular visitors to the fields in question. 3. These sites are not self-contained village infill as suggested in the LDP - the sites are on open land outside the village, and the road which is being viewed as a border - Red Rose Lane - is narrow and unsuitable for anything other than light traffic. 4. Infrastructure - Red Rose Lane which borders the proposed development is a narrow country lane unsuitable for heavy traffic. Blackmore is surrounded by minor roads and is unsuited to the large increase in traffic that this development would bring. There are already problems with parking and congestion around the village shop and this will be greatly exacerbated by the proposed increase in housing. 5. Traffic - access to the sites from Red Rose Lane will be difficult and dangerous due to narrow nature of lane. If site 076 is accessed through Orchard Piece this will cause greatly increased traffic flow in what is currently a quiet cul-de-sac and will cause a danger and disturbance to current residents and their children. 6. School - Blackmore has a small primary school which is currently at capacity. Proposed development would put excessive pressure on school and facilities, and would may result in insufficient spaces being available for the children of the village. 7. Health and transport - no GP surgery within parish boundary, and nearest GP surgery is full to capacity with considerable problems obtaining appointments at short notice. Bus services which link the village to Chelmsford and Brentwood are part time only. 8. Flooding - Red Rose Lane is often subject to flooding in times of heavy rain. A site immediately adjacent to field 076 was rejected for development on the grounds of flooding and surface water problems. Field 076 is actually lower lying and Red Rose Lane in the area of Red Rose Farm has become impassable at time due to flooding. Development would make flooding worse as green field land would be lost to housing and hard-standing. If the development attempted to address the flooding and surface water issue by the creation of a pond for instance this would make the housing targets undeliverable. My objections are supported by the response of Blackmore Parish Council.

The local school is already full, the Health Centre over stretched, public transport inadequate, parking is minimal.
