Frustrated drivers often mount the pavement in the narrow stretches, a huge danger for children and pedestrians. It literally cannot take any more traffic, especially at rush hour. The Council are not considering modern day road use - you only need one supermarket delivery truck or logistics van to park on Priests Lane and the traffic can back up down to St Andrews Place. To knowingly add to this exsiting problem and create a dangerous environment for future generations is unacceptable

The plan to increase the number of dwellings to 75 has not taken into account that Priest's Lane was never meant to be a main distributary road which it has now become. As such it does not comply with the Essex design guide with respect to road and pavement width.

The evidence given at the hearing was insufficient to support an increase in housing units to 75.
The road already carries a considerable level of traffic at peak times with frequent long traffic queues, and is close to a pollution hotspot.
The cumulative effect of this development with the other proposed development will have a significant detrimental effect.
The access for the proposed development is badly sited and will have a safety risk for residents, and there was no evidence on how the drainage and utilities difficulties will be managed.
The loss of greenfield sites is against current government thinking.
We are residents of Priests Lane and wish to comment on the development of the Land at Priests Lane (Policy R19).
• Priests Lane is a heavily used road and the point at which the development joins the road is narrow and has limited visibility with only one pedestrian pathway, and a narrow junction in close proximity on the opposite side. Essex Highways have not carried out a proper analysis, and we continue to consider that there is a real safety issue with the single access for the main site as proposed.
• The high-level traffic analysis which has been carried out as part of the LDP is insufficient, based on flawed datasets and does not take account of the cumulative effect of all the proposed building within Shenfield on the traffic using Priests Lane for access to Brentwood and the A127.
• No account has been made of the increased pollution along Middleton Hall Lane and Priests Lane, the junction of which is a pollution hotspot.
• The Council recommended 45 units which was an appropriate number having regard to the surrounding neighbourhood, being higher density than the immediate neighbours but reflecting the housing density of the wider area. The proposal to increase the number to 75 units does not seem to be based on sound evidence given the limitations of this site.
• The area has drainage problems and we have been advised that the utilities such as sewerage are at capacity, and there is no evidence that these problems have been addressed, and so increasing the numbers will result in greater problems for the neighbouring residents.
• The site is currently regarded as protected open urban space, which, once developed will be lost forever. The newest Government thinking is that building should primarily take place on brownfield sites so that greenfield sites such as that at Priests Lane are not lost. The development of this site, particularly as it is scheduled to be built upon before brownfield sites in the area, goes against this current thinking.

9.172 Priests lane access - this is a narrow high traffic route with stationary queueing commonplace at peak times. Additional housing will worsen this significantly and add to pollution and road accident concerns for residents.
9.175 Endeavor expansion - this is a school attracting children from surrounding towns and villages, there is very little if any benefit from its expansion to local residents. The dangerous Hogarth Avenue and Riseway school traffic congestion issues have not been addressed by the council. Twice daily gridlock on these two roads is caused in part by the high number of minibuses bringing children to Endeavour school. Residents and pedestrians including school children are frequently endangered by vehicles mounting and driving on the pavement. The congestion seriously impedes access for ambulances, fire engines, police, community care staff and delivery vehicles for 1-2 hours each school day. Supporting photographs of the traffic and these dangerous issues are attached to this representation.
9.173 There are no connecting cycle routes to the development, Priests Lane is not a safe route on which to introduce additional cycle traffic.

The upward revision to 75 dwellings is welcomed and better reflects the NPPF requirement to make efficient use of land although our previous response on F78 demonstrated how greater provision can be achieved while continuing to reflect local character.
1(e) and Para.9.175 - Any financial contribution being sought should be proportionate to the historic provision which was as a single playing pitch. The Council have not provided details of how such a contribution is calculated.

I am a frequent visitor to Priests Lane in Shenfield where my two little granddaughters live. I have always been anxious about the very busy road as Priests Lane is used as a rat-run, and I think it is only a matter of time before there is a fatal accident due to the narrowness of the road and the excessive speed of the motorists. I fear for the lives of my two little ones or any pedestrians, as the pavements where they even exist are very narrow, and there is no margin for error in a traffic accident.

This area does not have a great record for quality of air with some of the worst air pollution in the borough due to current traffic levels. Building 75 houses may create 150 plus more cars in the area. In addition, the decrease in the amount of open green spaces will just negatively affect this air pollution further.

Removing Urban Open Space at Priests Lane will deprive the two local schools of space to expand.
Using land adjoining the Endeavour School [Para 9.175] will only provide the quick fix requirement for a sixth-form and not playing field space. No land set aside to accommodate expansion of Hogarth Primary School. Loss of schools’ playing fields will have a negative effect on younger children.
Priests Lane can not withstand an additional 1000 dwellings in Shenfield together with attraction of Crossrail serving to increase traffic hazards and pollution.
