I do not believe that the authority has exhausted all other reasonable options for meeting its identified need for development. The authority has not demonstrated a pressing housing need in Blackmore especially at the levels suggested at the site R25/R26.

MM81, page 177 In the last paragraph in this section it states 'Development will be considered inappropriate and refused unless very special circumstances are demonstrated and/or where the exceptions apply in line with paras 145 and 146 of the NPPF.
Para 145 relates to outdoor sport and recreation and providing access to it. This does not appear to be compliant with the planned use of R25 and R26. It would mean that development of R25 and R26 would not be considered very special circumstances as they would not provide access to other Green Belt land, sports facilities etc.
Paragraphs B, C & D support the evidence that R25 and R26 are unsuitable for development. There are so many deletions in this section it is clear that developing the Green Belt should not be considered and removed from the LDP.

What are the ‘exceptional circumstances’ that justifies R25 and R26 being released from the Green Belt? This has not been proven and seems to simply be developer led. The only ‘exceptional circumstance’ I can see is that Brentwood Borough Council have failed to identify suitable brownfield sites to develop before taking R25 and R26 into the plan. There have been other brownfield sites put forward but these have not been explored fully. How can Redrose Lane be considered as a ‘defendable boundary’ when there was a development of 8 properties on a brownfield site along the lane and there are existing properties along Nine Ashes Road and the Chelmsford Road? There needs to be a housing need proven to justify building 70 extra houses within the green belt.

The authority has not fully evidenced or justified the exceptional circumstances that allow for altering the boundaries of existing Green Belt. There is not an unmet need in Blackmore for further redevelopment and there is no pressing housing need. The authority has not examined all other reasonable options for meeting its identified need for development, including making use of brownfield land, increasing the density of existing settlements and exploring whether neighbouring can help to meet its needs. The release is not the most sustainable option it does not have a range of services and facilities nor is it serviced by sustainable travel modes. A lack of access to services and facilities and access to sustainable modes of transport surely suggests that more development within the Green Belt is not a more sustainable approach. These site allocations fail to set out ways in which the impact of removing land from the Green Belt will be offset by compensatory improvements to the environmental quality. Seems a contradiction how will the quality of the environment in Blackmore be improved by increasing the housing stock by over 30%
