SO8 of the Strategic Objectives states that Brentwood Borough Council (BBC) will:
"Plan for housing that meets the needs of the Borough's population and contributes to creating inclusive, balanced, sustainable communities."
SO8 does not correspond with BBC's Spatial Strategy. BBC is not seeking to meet the housing needs of the Borough's population. BBC has rejected Alternative Growth Option 1 - 4,960 to 5,600 dwellings which is equivalent to the Borough's Objectively Assessed Need. The City Council objects to this approach (further detail to follow) however should BBC continue with its preferred Strategy, clearly this Strategic Objective should be removed.

important contribution made by its local schools and educational facilities to local
employment and community development. The recommendation is that there is a
need for a further Strategic Objective to: "Promote and encourage the
improvements, redevelopments and expansion of its recognised educational
establishments".

They broadly accord with the NPPF and will provide the framework to help Brentwood as a whole meet up to the challenge of changing future needs. In particular we strongly support those Strategic Objectives that facilitate the growth of West Horndon, namely SO1, 2, 3, 7, 8 and 10.

Strategic Objective 7 suggests that the existing extent of the green belt will be generally maintained. However, in order to ensure that necessary development is accommodated, it will be necessary to amend existing green belt boundaries as demonstrated by the content of Policy CP4. Strategic Objective 7 should include reference to the reconsideration of existing green belt boundaries to ensure that necessary development arising in the period to 2030 is accommodated.

Strategic Objectives SO7 and SO8 reflect national policy set out in the Framework. However the application and delivery of the Strategic Objectives when taken together through the proposed Local Plan policies is of concern. The starting point is for Brentwood Borough to ensure that the Local Plan meets the full objectively assessed needs for both market and affordable housing in its housing market area, followed by a Green Belt Review. The Local Plan needs to positively address national policies to boost housing delivery, economic growth and sustainable development.

Whilst we acknowledge the need to safeguard the Green Belt and areas of landscape value, this should not be to the detriment and ability to deliver the objectively assessed needs of the Borough. The Metropolitan Green Belt is currently drawn tightly around the existing settlements. We believe that in order to achieve the strategic vision by 2030, growth should be focused to the town of Brentwood and a review of the Green Belt boundary should be undertaken to release enough land to accommodate the objectively assessed needs. Therefore, we strongly object to strategic objective SO7.
