I strongly object to the draft local development plan in Orchard Lane, Pilgrims Hatch (site 11 -policies DM23 & Appendix 2) as I consider:
1. Hulletts Farm is classified Grade 11 Listed property. Nowhere in Brentwood Borough Council's SHLAA does it acknowledge or state this. The surrounding land & buildings in its "cartilage" are also deemed to be Listed. These surroundings gardens, paddocks and attractive louvered brick & slate roofed farm buildings provide an important contribution to the setting and status of this 16th century building. Any 21st century development demolishing these buildings and paddock, which stands just a few feet away from this medieval farmhouse, would directly go against National Planning Policy Framework guidelines.
2. The site is definitely not a "brownfield" site as Hulletts Fram makes a significant contribution to the character and history of Pilgrims Hatch along with neighbouring Gents Farm, further down Hulletts Lane.
3. The farm land & buildings were used for livestock farming until 2001, so their lawful use remains agricultural and is specifically excluded from the definition of "previously developed land" in NPPF page 55, along with private residential gardens.
4. The original sale of land by the previous owner to build houses in Orchard Lane (prior to the Lee family moving in the late 1950's), obviously adhered to and abided by the criteria set down by Brentwood Council & English Heritage with regards to proximity of buildings. Any modern development being made within feet of the Farmhouse would irrevocably ruin its prescence and historical value.
5. Access to/from the site would be extremely difficult from A128 Ongar Road, as visibility is very poor from the Ongar direction.
6. I have seen Bats in the vicinity of the farm buildings which need to be protected.
7. The impact of any development to this site would seriously diminish the amenity of many local properties in this picturesque setting of Hulletts Lane.
With all this mind, please reject this preferred option immediately.

Having been around and looked at the other sites I believe this site should be the last used. I fully support new housing in Brentwood, it is much needed but I think the land use should be infill of poor quality sometimes derelict land already in Brentwood, with extending beyond the edges coming last. In London the real regeneration has been reuse of old land. We have pockets of land like that where new housing increase the value and improve the quality of the area - e.g. use of old garages etc.
I accept that in years to come site 11 will be used. I am dismayed at the thought of 19 dwellings on such a small patch of land - access, parking & homes too small for sensible use are all concerns I have.
Is school expansion also part of this? I know Havering is very oversubscribed for primary places. Is Brentwood place planning ready for this, have these family numbers been accommodated.
Will local/public transport routes be improved & made more frequent to increased numbers of residents.

My late husband and I came to live in Ash Close approx. 5 half years ago. Our choice of location was confined to Orchard Lane and its 3 adjoining closes because of the adjacent Green Belt land. The idea of this being sacrificed in order for 19 new homes to be built is deplorable. Many of the residents here (including myself) are retired and would not wish to live with not only the chaos caused by the construction of these homes, but also the extra traffic which would be created thereby making already busy roads much worse. In addition to this there are other issues which seem not to have been considered, e.g. the strain on the sewerage system, water supply, parking for yet more vehicles and access for Emergency Services, this being of great concern to residents of all ages. This project would most certainly have a devastating effect on the wildlife which at present so many of us here are fortunate enough to enjoy.
I am opposed to the idea of the 48 homes being built on the Sow and Grow Nursery site for many of the reason mentioned previously. In addition to this I feel this helpful, friendly family business is good for the community and would be greatly missed by many people. I certainly would be one of these.
I am aware that there is a need to extra housing in the Borough, but feel there are more suitable alternatives to the sites which have been proposed.

I strongly object to the above development proposal which is not only with in the Green Belt but will put extra pressure on our sewage & water systems.
The fact that the people & vehicles from 19 new homes will be routed to Ongar Road via Hullets Lane is ridiculous & dangerous. Be reminded that Hulletts Lane is very narrow (little more than a large cars' width), it has no foundations & is very prone to numerous potholes. It is very difficult getting in from & out of the lane onto Ongar road at the best of times. Imagine then the number of extra vehicles which could be created from this development - every home would no doubt have at least one car plus their visitors plus extra delivery & contractors vans, not to mention the construction lorries etc in the beginning - all leading to extra chaos on an already chaotic Ongar Rd - in turn leading to more difficulties at Wilsons Corner. Many dog walkers, horse riders, ramblers & parents with young children, some in push chairs use this lane - all this could lead to foreseeable accidents which could be avoided by saying NO NO to this intolerable proposed development.

I have to say no to the building plans for Hulletts Lane. It's a lovely spot and I disagree for it to be used for this purpose. I've lived all my life all but a few years in Pilgrims Hatch. Know that area very well. Walk the footpaths very often as a child and up until now, I'm 77 years old now. When I was little there used to be a duck pond by the Farm gate where we often feed the ducks. This was before the Lee family were there. I've watched young horses being lunged on a rope by George also bales of straw going up into the barns, especially this time of the year after harvest time. I know people need houses or homes but please not this lovely old spot.

I write to strongly object to any development of houses stated in the provisional Local Plan at the rear of 10-20 Orchard Lane, Pilgrims Hatch.

Hulletts Farm is a Grade 2 listed property, along with the outbuildings. Any proposal to demolish some/all the buildings is quite unacceptable.

The SHLAA states that the dwelling capacity of the site should be 12 dwellings however the emerging Local Plan states that the site should has a capacity of 19 dwellings.

Bats have been sighted onsite and as such any development would impact this protected species

LETTER RESPONSE

I write to strongly object to any development of houses stated in the provisional local development plan at the rear of 10-20 Orchard Lane, Pilgrims Hatch, as outlined in the local newspaper last week.

As you will see from my address, I live immediately in front of this proposal and do not want to see 19 homes built on this land locked parcel of land.

Having had various telephone conversations in 2006 & 2009 with members of you planning/listing department, who confirmed Hulletts Farm is a Grade 2 listed property, along with the outbuildings, as they are pre 1/7/1948. As the only way to gain access to this field would be to demolish some/all the buildings, this proposal is quite unacceptable.


COMMENT FORM

- Appendix 2 of the draft 'Plan' makes clear that the site proposed for allocation was identified via the Councils Urban Capacity Study without the owners involvement and subsequently in the 2009 'Call for sites' also with little encouragement from the landowner

- Land not suitable for development given its close proximity to a Fifteenth century Grade 2 listed building and lack of assessment of any development on this building or site

- The building and the surrounding site has been wrongly classified as 'Brownfield land'

No to building on the Green Belt! Ongar Road is such a busy road and building will only make it busier. Infrastructure will not cope with additional houses. If building on Green Belt is allowed to go ahead it will set a precedent and every piece of available land, be it Green Belt, farm land and agricultural land etc will be built on.

There is often heavy traffic at the Coxtie Green Road/ Ongar Road roundabout and on the Ongar Road. Very few cars use Hullett's Lane at present, but I have noticed the problem caused when a car tries to turn right into Hulletts Lane from the Ongar Road at busy times. This causes a tail back to the roundabout which is very close to Hullett's Lane. I dread to think of the chaos there will be if 19 new homes are built there with all the residents' and visitors' vehicles.

For this reason I would like to register my objection to this plan.
