Crossrail -

The existing evidence on Crossrail suggests that the main economic benefits arising from the scheme, particularly for Brentwood Town and Station, will be an increased frequency of rail service serving Central London. In addition, journey times to destinations west of London Liverpool Street will be significantly improved. In turn, upgraded station facilities and more frequent rail services will provide opportunities for the expansion of businesses and the creation of new employment and housing sites in and around Brentwood Rail Station.

The City Council has concerns that the opportunities arising from Crossrail have neither been fully explored nor incorporated in BBC's Preferred Options Document. The Document acknowledges the benefits of Crossrail but does not have any relevant economic strategies or policies related to the scheme other than the provision of a 'Park and Walk' facility at Shenfield. Given the strategic importance of Crossrail and the economic benefits that it will deliver to London and the South-East, the City Council considers that BBC's Preferred Options Document should have dedicated policies that seek to drive development derived from the potentially substantial economic benefits that Crossrail will bring to the Borough, with a clear focus on Brentwood Town Centre.

I have one specific comment to make on the Development Plan. I am astonished to find no reference whatsoever to "Crossrail", which is without doubt going to be the biggest thing to happen to the Borough in the next decade (and beyond). Even if the project is still to be finalised, I would have thought that the Council must be planning to ensure that (a) its implementation is undertaken with the minimum inconvenience to the residents, and the minimum cost to the Borough, and (b) that we capitalise on the undoubted advantages the scheme ought to have for us, for instance by attracting business/commerce to the area who will benefit from the access it will provide, and increasing the ease by which people can reach Brentwood and Shenfield in particular, for example to use the facilities we have to offer for sport and leisure as well as other possibilities.

As an aside, by the way,I believe that the logical eastern terminus for "Crossrail" should (eventually) be Chelmsford - not Shenfield - bringing its benefits to our flourishing county town - and that, therefore, the Council should bear in mind, and actively pursue the possibilities of later phases of the project.

Thurrock Council considers the role and potential economic benefits of Crossrail with regard to development at Shenfield has not been fully assessed and incorporated as part of the Preferred options.

The LP makes reference to a "Park and walk" scheme but contains no specifics strategy or policies to direct and support growth at Shenfield. It is considered that this needs to be investigated. The implications of the potential to accommodate more growth and associated infrastructure requirements need to considered with some weight as a way of meeting the undersupply of housing requirement currently identified in the Brentwood Local Plan.

The only recognition of Crossrail within the Local Plan is a proposed 'Park and Walk' scheme. The social and economic opportunities have not been explored as a way to address the Borough's growth pressures and this is at odds with the limited growth being proposed in Shenfield, when in reality, Crossrail improvements at Shenfield are likely to make the area more accessible as a place to live and work, supporting additional jobs/homes to help Brentwood meet its OAN. It is recommended that Crossrail be explored further and it is questionable whether the current strategy is the most appropriate for Brentwood.

Essex CCC notes the numerous references to Crossrail in the Plan and the opportunity this will bring to the retail and leisure offer for Shenfield. However, it is unclear as to whether any reports have been commissioned to consider and identify any opportunities for improving the retail offer and its environment at Shenfield.

Essex County Council would recommend that the social and economic benefits and strategic importance of Crossrail be explored in relation to the emerging spatial strategy. Essex County Council welcomes reference to crossrail as set out at criteria H.

We support this policy approach and note in particular the sentiments of Policy CP 11 which seeks to capitalise on the economic benefits that arise from Crossrail. We maintain the view that economic development requires the delivery of new homes as well as the creation of jobs and workplaces. Whilst the Borough does have existing constraints in terms of Green Belt, it is important to provide sufficient sites in and around the main centres to meet housing need and economic growth requirements. A review of the Green Belt boundary is therefore essential.
