Fig. 13. Provision of Gypsy and Traveller Sites - A Sequential Approach

Representation ID: 19696

Received: 08/03/2018

Respondent: West Horndon Parish Council

Representation Summary:

The Plan identified 10 sites at the proposed Industrial Estate development and 30 at the Dunton Garden Village (DGV) site. WHPC objects to these sites because:
a)Travellers themselves have stated that they do not like to have their sites close to large housing areas.
b)Developers don't want to build houses close to the sites as it can be harder to sell properties, which in turn, may slow the development process down on the Industrial Estate.
c)Existing house prices could be affected causing problems for the developments and extending the timeframe.
d)There is no historical link to the area for travellers.

Spatial Strategy

Representation ID: 19697

Received: 08/03/2018

Respondent: West Horndon Parish Council

Representation Summary:

Object to the A127 corridor being the preferred location for development because:
a) A127 corridor is much smaller than the A12 corridor.
b) A127 is already at capacity with no immediate plans to expand or improve.
c) Crossrail is located within the A12 corridor.
d) Pollution around the A127 is above legal limits (Appendix 3).
e) The Thames Gateway area contributes further traffic in this location.
f) The new Thames crossing close to this area will exacerbate this problem.
g) The Greenbelt land surrounding the area is earmarked to be decimated further with the DGV and J29 industrial estate developments.

200 Dunton Hills Garden Village

Representation ID: 19700

Received: 08/03/2018

Respondent: West Horndon Parish Council

Representation Summary:

Object.
Flooding: West Horndon has experienced several severe flood events. The whole area by its location, geological make up and the underground river running through it make it liable to flooding.
Pollution: already over legal limits.
Road Infrastructure: A127 and surrounding road networks are already over capacity.
Rail Infrastructure: Those who move to DGV will have to drive and put extreme pressure on the trains, the village and the roads.
Doctors, Schools and Shops: all at capacity. DGV will add to this even if it has its own facilities.
Greenbelt: loosing a massive Greenbelt land will cause huge environmental problems.

Preferred Site Allocations 2018

187 Land South of East Horndon Hall

Representation ID: 19708

Received: 08/03/2018

Respondent: West Horndon Parish Council

Representation Summary:

Object. Most of site is Greenbelt, there is no natural barrier to prevent further inappropriate development creep into the surrounding Greenbelt. It will impact on the station as well as the village with vehicles using it as a cut through. Adding another large industrial area next to the proposed Enterprise Park and Childerditch will place further strain on the A127 and surrounding road network. Site is regularly subject to flooding in part because it acts as a water storage buffer area. The flood risk assessment submitted with planning application 17/01597/EIASO is superficial and only examines the immediate problems on site.
