Essex County Council has considered the suitability of the proposed sites in highways terms in terms of access and safety issues to the highway network. These could be significant enough to receive an objection from the highways authority unless these concerns can be addressed.

Site 1 (20 dwellings) Land north of Highwood Close, Brentwood - it is considered that vehicle and pedestrian access to the site is likely to be via Highwood Close and a private garage court, probably owned by Brentwood Council. Highwood Close has angled on-street parking bays which narrow the carriageway to a single vehicle width.

PLAN FOR DWELLINGS TO THE REAR OF HIGHWOOD CLOSE

I refer to the plan to build 38 dwellings on the above land.

I object very strongly to this plan on the following grounds:

1. THis will take away parking places which are vital for the residents of Highwood Close and the adjacent houses and flats.
2. The parking is already inadequate and it would be impossible for many of the residents in St George's Court to park anywhere near the apartments.
3. Many of the residents are handicapped and they would have to walk a long way from their vehicles if they were able to find parking spaces.
4. On Greenshaw there are at the most two or three spare places at any time.
5. It would greatly deteriorate the area causing increased traffic noise. THe exit on to Ongar Road is already difficult at peak times.
6. I find it difficult to see how so many dwellings could be fitted into such a small area

This is without a doubt one of the worse conceived plans for additional housing in the area.

When is the council going to do something about the eye sore of boarded housing and the abandoned Peugeot garage on Ingrave Road?

We object to the possibility of houses being built behind Highwood Close. This area has already had a massive housing complex built on the Highwood Hospital site barely 50 meters from the possible new site.

This area already suffers from very heavy traffic, Ongar Road is virtually blocked with traffic early in the morning and late afternoon as cars stretch back as far as the eye can see.

The impact on services that are already stretched for example doctors, schools, drainage and water supply, would be massive and the full impact of the hospital site has yet to be felt.

We wish to object to the possibility of houses being built behind Highwood Close. This area has already had a massive housing complex built on the Highwood Hospital site barely 50mt from the possible new site. The only access for cars would be Costed Manor Road into Ongar Road, the route expressly forbidden for traffic from the Highwood Hospital site.

This area already suffers from very heavy traffic, we live on Ongar Road and it is virtually impossible to leave our property early in the morning and late afternoon as cars stretch back as far as the eye can see.

The impact on services that are already stretched for example doctors, schools, drainage and water supply, would be massive and the full impact of the hospital site has yet to be felt.

We realise the need for new housing but surely this area has already had more than its fair share.

2. Semi-woodland rear of Highwood Close is the only natural area left locally and is home to wildlife. There are a number of Badger sets on site. This Area provides a natural sound break between Highwood Close & the A12.

I must object to the proposed use of the land at the rear of Highwood Close for housing for the following reasons.

1. The only access to the proposed site is via Highwood Close a very busy cul-de-sac. Highwood Close services a number of houses plus St Georges Court a 54 dwelling sheltered housing unit. Parking is limited and at busy times extends to visitors & care workers having to park in Greenshaw. Ambulance require 24 hour access to the home and the only access to the proposed housing development is past St Georges Court with the noise & inconvenience this would bring to residents.

2. The Semi woodland at the rear of Highwood Close is about the only natural area left in this area & is home to a large number of birds & animals. There are a number of Badger sets within the proposed development & indeed we are fortunate to see Badgers in our rear garden. This Area provides a natural sound break between Highwood Close & the very noisy A12.
