Option B is not an efficient or effective long term option as it's infrastructure is overburdened and even an infrastructure upgrade does not represent an efficient way to leverage existing infrastructure. Option C is more strategic in the long term.

It does not make long term strategic sense to add additional pressure on already overburdened infrastructure within the A12 Corridor. The detrimental impact on existing infrastructure and services would outweigh the capacity gained by urban extension and would not represent an efficient use of capital for infrastructure development.

Additional development within the A12 corridor would require new infrastructure (in addition to upgrading existing) and would not leverage any existing infrastructure efficiently. It makes no sense to build out additional capacity which will effectively be choked off and require very expensive additional infrastructure rather than upgrading existing infrastructure.

In contrast, the A127 corridor does offer a strategic option for infrastructure improvement which can leverage existing infrastructure and then support additional development capacity.
