The A127 corridor appears to be the most strategic option as infrastructure spend can then be leveraged both in West Hordon expansion and also Dunton. This provides a long term strategy that can be sensibly developed in phases as required.

This also allows two Boroughs to cooperate strategically and mutually benefit from infrastructure improvement. Working together both boroughs may also benefit from flexibility to pursue potentially incremental development on both sites which may help stay within any specific budget constrains of each borough while still providing a combined development which is significant enough to provide for material growth requirements.

Options A and B do not make long term strategic sense.
