I would like to object to the Addendum of Focussed Changes to the Pre-submission Local Plan (Regulation 19) in respect to the "Focussed change 5 Policy R26: Land North of Orchard Piece, Blackmore" which seeks to further reduce the number of dwellings from 30 to 20. The site's original allocation of approximately 40 dwellings continues to be supported by technical evidence and statutory consultees.

To reiterate my previous comments, I support the development of site 076 of the Preferred Options Local Plan (2018), Land South of Redrose Lane, Blackmore. This site is a logical extension to the existing settlement boundary of Blackmore. It would represent limited release of Green Belt land to meet local needs up to 2033 and ensure Blackmore village remains a vital "inclusive, balanced, sustainable community" (S03). The site was first supported in the SHLAA (2010) and in the Draft Site Assessment (July 2013) Ref G070A.
My connection with Blackmore is that I was born here and, indeed was born at Red Rose Farm, which is adjacent to this land. My immediate family then moved into one of the properties in Orchard Piece when they were originally built, to enable us to live close to our wider family.
It is 50 years since Orchard Piece was built and very little housing has been allowed in the village in the intervening period and, given the population has increased by a third during this time, I believe now is the time to allow other families to benefit from being able to live in the village.
As I have stated, I have known this land for almost 60 years and have never known it to flood. I understand that no technical objection has been to the site in regard to this issue.
The units allocated to the site 076 from the Preferred Option Local Plan (2018) to this Addendum of Focussed Changes have been reduced from 40 now to 20. However, given that there is an acute need at the local level for more housing, there is no rationale given for this reduction. I believe the allocation of 40 units should, therefore, be reinstated.
Approving development of this site would ensure the village of Blackmore thrives and is indeed invigorated. The Council will ensure that any services such as education and healthcare, where there are extra demands, will be given additional investment.
