Brentwood Local Plan 2016 - 2033 (Pre-Submission, Regulation 19)

Representation ID: 22465

Received: 18/03/2019

Respondent: Miss katherine Webster

Legally compliant? No

Sound? No

Duty to co-operate? Yes

Representation Summary:

All vehicular and pedestrian traffic from this site must use Priests Lane. This stretch of road into Brentwood is narrow and winding, it is insufficient for safe cycle ways. There is a single pedestrian path, as narrow as 1m in places, which switches sides along the roads with the crossings on blind bends. It is not conducive to pedestrians with reduced mobility. The Plan talks of enhanced connections, but has are no concrete proposals to achieve it, probably because there aren't any, and so the Plan makes proposals which are unlikely to be viable.

Change suggested by respondent:

The proposed development is too large for this site and the Plan should say whether possibilities to improve connections exist.

The site is only accessible from Priests Lane and all traffic from the site, vehicular and pedestrian must use Priests Lane. This stretch of road into Brentwood is narrow and winding (less than 5.5m in places), it is insufficient for safe cycle ways. There is a single pedestrian path, as narrow as 1m in places, with no capacity for enhanced pedestrian connections. The pavement switches sides along the roads with the crossings on blind bends, I have on more than one occasion been at risk of being struck by a car while crossing the road. It is not conducive to pedestrians with reduced mobility. Although the Plan talks of enhanced connections, there are no concrete proposals as to how this achieved. I would suggest that there are no ways of achieving this, and the Plan makes proposals which are unlikely to be viable.
