This representation relates to all proposed brownfield sites in the centre of Brentwood. The Essex County Council's Parking Standards: Design and Good Practice document, adopted by Brentwood Council, stipulates that one bedroom dwellings require one parking space and dwellings with two or more bedrooms require two spaces per dwelling; these are minimum requirements and these standards must be complied with for all developments

Although the Design and Good Practice document states that reductions in provision can be considered for developments in urban areas, however, the notion that close proximity to rail services and shops reduces car ownership is not supported by any empirical evidence. Moreover, the spurious perception that residents will not need to travel to other locations by car is clearly false.

The effect of inadequate car parking within residential developments in Brentwood has already resulted in considerable adverse impact on highways. This has reduced unallocated car parking which has led to blocked footways and unattractive parking and the downgrading of the public realm.
