Your plan has not outlined the following;

1. What sort of housing will be built i.e. affordable, shared ownership, help to buy, council, over 65s.
2. You have not specified if the car park will be open all hours or between certain time slots? Or solely for accommodation purchasers?
3. You are only referencing roads Chatham Way and Crown Street what about Regency Court?

The exit to the car park upon Crown Street has been shut for the past 18 months due to it being used as a rat run (short cut) from one side of town to the other (avoiding Kings/Queens Road roundabout delays. By being shut it has reduced car park noise pollution upon bar, nightclub exiting and pushing visitors via one in and out method. (Easy to control/Police). The major factor in shutting the exit allows you to build upon this area with another shop front and accommodation above as it is seen as land not being used. I hope that this does not mean that you are planning to reopen an exit upon the Regency Court turning? In doing so would then highlight the noise environment pollution problem that you have just reduced and cause major policing concerns from both Chatham Way and Crown Street access flows.
