Policy PC03 which sets the employment land allocations for the Local Plan does not include this site as an allocation. The supporting text to Policy PC07 which sets out the Plans requirements for retail and commercial leisure growth, does not list this site as a location for such development.

It is recommended that this criterion be deleted, in line with paragraph 16 d) of the NPPF.

ECC welcomes the proposed creation of 6th form provision at Endeavour school and intends to commission some of the places for local children with an Education Health and Care Plan. The 6th form provision will enable local children to continue their education within their community and reduce travel time to specialist establishments elsewhere.

This should be reflected in paragraph 9.175.
