Objectively assessed housing need (which has increased by 2,000 to 5,500 new homes in the borough over the next 15 years);
Employment land and job provision;
Supporting the growth of Basildon;
Opportunities associated with Crossrail;
Renewable energy / sustainability policy; and
Gypsy and Travellers' accommodation.
