The selection of the chosen Local Plan sites fails to adhere to the Plan's SP03 (Health Impact Assessments) A a.) " the location, density and mix of land use", b.) "street layout and connectivity", e.) "open and green space" and g.) "air quality and noise" even as far as existing residential dwellings and experience goes.
The same unaddressed road problems obviously also contribute to enormous existing air quality/ pollution problems. Brentwood has the second highest CO2 emissions level per person in Essex, its Census Travel to Work data show that 38.62% of all workers commute either as drivers or passengers in cars or vans, and the Brentwood Cycle Strategy of 2014 shows that the borough has the second lowest level of traveling to work by bike - less than 1% (it was 0.64% in the Census Travel to Work Data). It is also in the lowest quartile across Essex for bus or coach travel to work. And this is in a country which, as a whole "is not only failing to meet EU standards [on air pollution] that came into force in 2010, but... still hasn't even come up with a credible plan for meeting them" (article New Scientist, 20th Jan 2018, p.25).
