National Planning Policy allows a local authority to NOT meet the "huge demand and pressure" on the grounds that to do so would damage the Green Belt. In fact, the whole point of the Green Belt is precisely to prevent urban sprawl and redirect the "demand and pressure" to other parts of the country.

Commit to not altering the boundaries of the Green Belt at all, and to a blanket ban on inappropriate development on the Green Belt.
