This calls into question a spatial strategy for growth that seeks to redevelop existing employment land at West Horndon. Strategic growth at this settlement could accommodate both homes and jobs. Furthermore, proposed public transport measures could potentially link the new homes with proposed employment land at the M25 (junction 29).
