Call for Sites Report 2025

Introduction

Brentwood Borough Council has commenced work on reviewing the Local Plan. The Local Plan Review will need to allocate land for the provision of homes and other uses to meet the Borough’s future and existing needs.

The Call for Sites is a key early step in preparing the Local Plan. It allows the Council to gather information on land that may be available for future development or other beneficial uses. This includes land for housing, employment, community infrastructure, and green spaces.

What the Call for Sites is:

  • An open invitation for anyone to suggest land that may be suitable for development or other uses.
  • A way for the Council to build a robust evidence base of potentially available land.
  • A process that considers both brownfield and greenfield sites.
  • A step toward understanding land availability across the Borough.

What the Call for Sites is not:

  • It is not a planning application.
  • It does not mean that submitted sites will be developed.
  • It does not imply any endorsement or support from the Council.
  • It is not a decision-making stage—no sites have been selected or approved.

The Council undertook a Call for Sites consultation between 18 December 2023 to the 4 March 2024. A total of 133 site submissions were received for consideration.

Sites submitted during the Call for Sites are now available to view on the interactive map. This provides the location of the site and limited information including the site address, site area, proposed use and unique ID number.

Please note that these sites are presented for information only at this stage and have not yet been assessed as to their suitability for inclusion within the Local Plan. Just because a site is promoted for development, this does not automatically mean that it will go forward as an allocation in the Local Plan or be supported for development of the proposed use.

The Council will now assess the sites submitted to consider if they are suitable, available and achievable for development or for environmental improvements. The sites will be assessed using the Council’s Strategic Land Availability Assessment (SLAA) methodology. The outcome of the SLAA assessments will not definitively allocate land for development but will contribute to the Local Planning Authority’s evidence base and ensure that decisions regarding site
