Infrastructure Planning

Representation ID: 17947

Received: 21/02/2018

Respondent: Essex Bridleways Association

Representation Summary:

Page 7 Infrastructure Planning paragraph d: we welcome the fact that green infrastructure planning is one of the key strategic priorities; however, we would like to see the aspiration for access for all to such green infrastructure embedded within the key strategic priorities. We therefore suggest that this paragraph is reworded thus: 'improving the quality, range, connectiveness and accessibility of the Borough's natural green assets...'

Vision

Representation ID: 17948

Received: 21/02/2018

Respondent: Essex Bridleways Association

Representation Summary:

SO17: We would prefer to see the aspiration of access for all within such green infrastructure embedded within the Plan's Strategic Objectives and suggest this objective is worded thus: 'Establish a rich connected network of accessible Green Infrastructure across the Borough...'

SO22: Access for all should be emphasised in the Plan as at present only walking and cycling are catered for. For the Plan to be fully inclusive, we suggest this objective is reworded thus: 'improve cycling, walking and horse riding facilities across the Borough and establish a network of green transport corridors, accessible to all vulnerable user groups...'

Representation Summary:

Include access for all within the Vision for the Plan

Full text:

Page 11 Vision: again, we welcome the emphasis on enhancing the natural assets of the Borough but are disappointed to note that access is intended to be limited to walking and cycling. This discriminates against other user groups - for example equestrians and the disabled, and we feel sure that it would not be the intention of the Council to exclude certain user groups within its overall Vision for the Plan period. We therefore suggest that this paragraph is reworded thus: '...The Borough will continue to thrive with a high-quality network of green infrastructure, parks and new connected green corridors, providing access opportunities for all users...'

Fig. 11. Sites by Size

Respondent: Essex Bridleways Association

Representation Summary:

Page 29 Paragraph 64e: we note the intention to develop a comprehensive masterplan for the new development at Dunton Hills, and we would be very keen to be involved in this planning at an early stage. There is considerable potential with this development to create multi-user links which will enhance the networks outside of the proposed development area and we would welcome the opportunity to have an input into this. It is far more beneficial and cost effective to look at these issues at the beginning rather than trying to 'retro-fit' at a later stage.

200 Dunton Hills Garden Village

Representation ID: 17952

Received: 21/02/2018

Respondent: Essex Bridleways Association

Representation Summary:

This site has the opportunity to enhance the public rights of way network by creating links for all users - including equestrians - through the site and beyond.

Full text:

Page 91 shows the proposed location of the new garden village; the proposed site is bisected by Byway 313_67 and footpaths 313_68 and 313_69 run north-south adjacent to the site. Multi-user access (including pedestrians, cyclists and horse riders) through the site could connect with the network of bridleways at the Plotlands, Dunton which links with Langdon Hills Country Park beyond. A fully-accessible crossing over the A127 from the site could link with bridleway 279_161 which could link with Byway 307_56 and to Little Burstead/Herongate networks. We feel it is vitally important that any new community has safe access for all users over the main trunk road and suggest that a multi-user bridge is included within the plans for this site. There is a good opportunity here to re-join previously severed links when the A127 became the heavily-used dual carriageway it is now. Employment Site 187 could also be part of this overall plan to enhance the accessibility for all vulnerable road users.

101A Brentwood Enterprise Park (former M25 Junction 29 works)

Representation ID: 17953

Received: 21/02/2018

Respondent: Essex Bridleways Association

Representation Summary:

These three sites provide an opportunity to retain and enhance the bridleway network on a site which currently suffers from enforcement issues, along with improvements dependent upon the land use for the proposed Lower Thames Crossing.

Full text:

101A, C & D: there is an opportunity via these sites to retain and enhance bridleway 272_183 which runs through the site, crossing the A127. It is a well-used bridleway which has suffered continued enforcement issues over the last few years and the redevelopment of this site, along with any junction works associated with the Lower Thames Crossing, could ensure a safe route that is practical and workable for both bridleway users and business operations. We reiterate our keenness to have an input at an early stage in the redevelopment of this site so that it can be masterplanned effectively.

An Evolving Evidence Base

Representation ID: 17955

Received: 21/02/2018

Respondent: Essex Bridleways Association

Representation Summary:

We note within the Open Space, Sport and Leisure Needs Assessment (one of the evidence base documents) that there is a recommendation that the Council works with such stakeholders as Essex Bridleways Association to look at opportunities to connect Brentwood District's fragmented network. This we welcome and look forward to discussions with the Council at an appropriate stage in the planning of the new allocations.
