The proposed modifications to the merged policies BE22 and BE23 directly respond to representations made by Sport England on the pre-submission version of the plan and the modification was subsequently agreed as part of the completed Statement of Common Ground with the Council although there have been a few minor amendments made to the modified policy since the SoCG was agreed. The modified policy is therefore supported as it would be considered to accord with Government policy in paragraph 99 of the NPPF (2021).
Before the plan is finalised for adoption, a minor drafting error has been identified. In modified paragraph C, reference is made to the ‘Play Pitch Strategy’ when for accuracy it should be the ‘Playing Pitch Strategy’ which is the correct title of the Council’s document. It is requested that this be amended to avoid any potential confusion when the policy is implemented.

The proposed modifications to paragraphs 7.83 and 7.90 of the reasoned justification to Policy PC14 are supported as they specifically confirm that the applicant should account for the Council’s Built Facilities Strategy when considering indoor sports and leisure facilities to support the content of the policy which seeks to protect existing facilities and support new facilities that would include indoor sports facilities. This would provide greater clarity to support implementation of the policy and also distinguishes between the scope of policies PC14 and NE05.
Before the plan is finalised for adoption, a minor drafting error has been identified. In the modified paragraph 7.83, reference is made to policy BE22 which has now as a result of MM33 been deleted and replaced with NE05. It is requested that this be amended to avoid any potential confusion when the policy is implemented.

The modified policy is therefore supported as it would be considered to accord with Government policy in paragraph 99 of the NPPF (2021).

Some of the proposed modifications incorporated in the replacement policy R01(ii) especially sections 2L(ii), 3(e), 3(h) are supported as they take a positive approach towards the provision of sports facilities and multi-functional green infrastructure in the proposed Garden Village. Section 4(d) and the new paragraph after paragraph 9,35 directly respond to representations made by Sport England on the pre-submission version of the plan and the modification was subsequently agreed as part of the completed Statement of Common Ground with the Council in relation to golf related mitigation at Hartswood Golf Course. The modified policy is therefore supported as it would be considered to accord with Government policy in paragraph 99 of the NPPF (2021).

The proposed modification to section 2(k) of Policy R03 directly respond to representations made by Sport England on the pre-submission version of the plan and the modification was subsequently agreed as part of the completed Statement of Common Ground with the Council. The modified policy is therefore supported as it would be considered to accord with Government policy in paragraph 99 of the NPPF (2021).

The modified policy is therefore supported as it would be considered to accord with Government policy in paragraph 99 of the NPPF (2021).
