Anglian Water fully supports the reference made to multi functional green and blue infrastructure incorporating the principles of Sustainable Drainage Systems (SuDs) which will help to address sewer flooding and surface water flooding.

Anglian Water supports the requirement to incorporate Sustainable Drainage Systems as part of the design of new developments which will help to address sewer flooding and surface water flooding.

f. seek to improve the water environment and that demonstrate that adequate wastewater infrastructure capacity is available or can be provided in time to serve the development;

Anglian Water is generally supportive of Policy BE18 as drafted.

We note that policy as drafted refers to ensuring that adequate wastewater infrastructure is provided.

Sewerage companies including Anglian Water have a statutory obligation to ensure that sufficient sewage treatment capacity is made available for sites with the benefit of planning permission.

Any investment which is required at existing Water Recycling Centres (referred to as Waste Water Treatment Works in the Council's Water Cycle Study) is funded from customer bills as part of our business planning process. As such developer charges are not sought by Anglian Water for this purpose.

It is also important to note that investment by Anglian Water is not limited to uprgrades to existing WRCs as this is not apporpriate solution in all circumstances. Please refer to page 33 of our Water Recycling Long Term Plan for further details on this topic.

It is therefore proposed that Policy BE18 be amended to make this clear and ensure the policy is effective.

Policy HP06 welcomes the cross reference made to Policies BE02 Sustainable Construction and Resource Efficiency and BE08 Sustainable Drainage subject to our comments relating to these policies.

Anglian Water is supportive of the requirements for applicants to engage with the relevant sewerage companies (Anglian Water and Thames Water) to demonstrate that there is capacity within the foul sewerage network or that improvements can made prior to the occupation of the development (where capacity is not currently available).

Anglian Water as a sewerage company obtains fair charges from developers in accordance with the provisions of the Water Industry 1991 to ensure that sites can be drained effectively. Therefore we do not normally require planning obligations or standard charges for this policy. These charges have recently been simplified with the introduction of zonal charges. Theses charges are not set by reference to network reinforcement necessitated by the particular development in question, but by reference to the estimated overall cost of network reinforcement over the charging period.

Policy R01: we welcomes the cross reference made to Policies BE02 Sustainable Construction and Resource Efficiency and BE08 Sustainable Drainage subject to our comments relating to these policies.

We note that Policy R01 (III) include reference to the preparation of a masterplan as part of a collaborative process working with the private sector including Anglian Water which is supported.

We note that Policy SP06 include reference to the preparation of a masterplan for large complex allocation sites part of a collaborative process working with infrastructure providers including Anglian Water which is supported.

We fully support the reference made to applicants demonstrating that they have followed the surface water hierarchy with a connection to the public sewer being considered as a last resort.
In addition we welcome the requirement to demonstrate that there is capacity exists in the public sewerage network where a surface water connection is proposed.

Anglian Water supports the requirement for infrastructure capacity to be currently or made available to serve new development.
