Ingatestone is a village and there will be a lack of services i.e. DOCTORS, SCHOOLS, NURSERY AND YOUTH facilities etc.
Existing services are already overloaded.
To live here everyone needs 1 or 2 cars and familities with older children even more because transport here is inadequate. Plus there is very limited parking in the village. An extra 200/300 cars is not going to help especially at the doctors.
The village can not cope with a development of this size and it will completely alter the character of the place. Look what has happened to The Heybridge - what a disaster this is. Cars are now being parked on Roman Road because there is no room - another obstacle before you even get onto the Slip Road.

This development is too big and in the wrong place. How can you have a housing estate with the entrance being on the Slip Road to the busy A12?

Regarding Policy DM16 paragraph 4.57 development at Ingatestone Nursery Centre would result in the loss of rural business premises and under Policy S1 b will have a negative effect on visual amenities.

The development at the Nursery Centre will also cause more congestion in Ingatestone High Street where parking is already limited since Brentwood Council gave itself planning permission to build on Bell Mead car park. This will affect local shops as people will stop coming to Ingatestone from surrounding areas if they are unable to park. This site still remains empty of housing after some years. In addition the railway station car park is already full most mornings so where are all the residents of the new development expected to park if they commute outside the village? In addition it is not unusual to have to wait a week for a non-urgent appointment at the doctors' surgery which also covers Margaretting and Mountnessing and also has limited parking. In addition it will also add to the parking around the schools with its attendant dangers.

1. Traffic wishing to use the A12.
2. Traffic to and from the Recycling Centre and the removal of waste by Lorry.
3. The fleet of Bushcade Lorries to and from their site.
4. Trees Plus Lorries to and from the Garden Centre and their heavy equipment.
5. Emergency Services using the Slip Road to gain access to the A12.
6. When the A12 is blocked, traffic on the A12 turns left at the junction of the Slip Road and A12 and comes back down the Slip Road to try and find another way round the hold up - usually turning right into Burnthouse Lane which is already a 'Rat Run' to Hutton and Billericay.

A development of 130 dwellings on this site and the extra 200 plus cars, and weekly dust carts pulling in and out onto the Slip Road, is just too much for this and the feeder roads.

I am writing with much distress about the planned development of Ingatestone Garden Centre as a site of 130 dwelllings.
I recently moved to Ingatestone six months ago and love the unspoilt laid back beauty of the village.
Looking at the planning development of the site on the internet, my back garden will be overlooking the houses. The boundary comes up to the edge of my property.
At the rear of my property is woodland home to much wildlife which will all be destroyed.
The houses in this cul-de-sac have had problems with drainage and water, the trees provide some of this drainage.
One hundred and thirty house is a vast amount, the infrastructure of the area will change dramatically, i.e., noise, pollution from extra traffic and residents.
Are there enough amenities, schools, doctors, shopping.
The High Street is always busy and a bottle neck at the minute without adding more cars.
My neighbours and I are most upset about the planned development.
I am not against housing for families, but not when the area is totally unsuitable.
Conservation and care of the existing environment is a priority.

DM28 Deep Dell Park. OBJECT. Unless all there who buy a piece of Green Belt and need local facilities same as travelers can be treated the same. I have relatives who would like to move here to help, look after me, still one working in London, travelling daily and would love a house with a garden with views of countryside, same treatment?

We have nothing against present residents BUT everyone should be able to be assured of being treated and considered in the same way whatever their family history if they are law abiding citizens. What is good enough and accessible to one should be seen as good enough and accessible to all who can afford it and live as constructive law abiding citizens.

I visited your exhibition at Seymour Field, Ingatestone on the 9 August and took copies of documents and had a useful discussion regarding a number of points relating to Ingatestone & Fryerning. I have subsequently downloaded the documents and had another study of the plans and text. On the whole I support the plan, and believe it is good to raise these issues at a borough and parish level at regular intervals. I am particularily interested in encouraging more sustainable transport in the area and would comment on the two preferred options for development that relate to Ingatestone:

Ingatestone Garden Centre - 130 dwellings
Although this site is in Mountnessing PC area it does of course have an impact on Ingatestone centre and its facilities. On the grounds that there are constant calls for additional car parking in Ingatestone to support local shops and businesses I would expect that a further 130 dwellings would have some useful financial impact on Ingatestone, bearing in mind the need to ensure that access to doctors' etc. are looked at. Bearing in mind the location some thought should be given to improving walking and cycling access to Ingatestone Station and village centre and also to Mountnessing and beyond to the proposed Crossrail site in Alexander Lane, Shenfield, via the A12 and B1002. 130 properties would also of course have a positive financial impact on Mountnessing PC although it would be sad to lose the garden centre.

Land at Bellmead, Ingatestone - 16 dwellings
This is interestingly only the BBC land at the bottom of Bellmead and not the whole site, including the land beyond The Crown Inn, which was the subject of a past application. On this basis I envisage a development along the lines of nearby Elston Close, off High Street, which has resident's parking, both for cars and cycles. I would like to see a footway and/or cycleway link through Bellmead, from High Street, to Fairfield and the railway station and beyond. The pathway to the station is at present under improvement, as was suggested at a previous Local Plan meeting I attended a few years back. Moving the slightly hazardous current pedestrian crossing in Market Place to The Bell would mean that AES pupils could be directed in a much safer route to the station, plus the benefits to local public transport routes this would have for the residents, businesses and visitors to the village. Some thought should be given to adequate direction signs to aid visitors from the station, which was suggested by a Year 7 group of pupils from the AES Ingatestone a few years ago. I therefore cannot see any call for additional off-street parking at this site being justified as it is small and there are more pertinent improvements required to walking and cycling access. New cycle parking just off the High Street has just been installed by the Community Association (the first in the village centre itself!) and the Parish Council have been asked to look at additional sites at the Library, Bellmead and Market Place. The Crown Inn has recently been sold and I am not sure what the position is regarding the land beyond it which goes down to the water course or that at the back of the old workhouse cottages in the High Street but access to any other development would be severely restricted should this smaller site be built as proposed.

There have recently been problems with flooding adjacent to Norton Road and Elston Close from the water course from Fryerning Lane, which goes along the boundary of the site going under the High Street by Bellmead and emerging to the East of this site. Care must be taken to ensure any flood risk here is dealt with. I have spoken to the EA regarding the problems and restricted access to the water course by the Elston Close development and they are to look at the site.

Re proposed building on ingatestone garden centre we are against this proposal because of the following reasons:
1. Strain on local infrastructure (eg sewerage system).
2. Higher risk of local flooding
3. Loss of wildlife habitat as there is a natural pond and a stream on site.
4. Loss of mature trees.
5. Loss of a well loved amenity (eg both garden centre and cafe). It is a meeting point and social area for locals. A place many nursing homes bring their residents to for lunch, teas, etc. a much needed facility for nursing homes!
6. Loss of jobs.

I am wondering if consideration has been given to the extra traffic this proposal and bell mead (if they both go through) will create! Most households now have two cars that would mean an extra 260 cars for this village. I am wondering if it can cope and whether Brentwood council cares.

I am confused as to how this proposal has come about as it appears as if Brentwood County Council are not just building in the footprint of existing buildings but actually encroaching into green belt land.

I realise that one of the thoughts have been that this doesn't affect Ingatestone as it comes under Mountnessing. However, it clearly is attached to Ingatestone and is called 'ingatestone' Garden Centre not Mountnessing!

We wish to comment on, and register objections to, that part of the plan which specifically deals with the proposed housing development on the current Ingatestone Garden Centre site.

Firstly, this site should not be regarded as a brownfield site, but should continue to be regarded primarily as a greenfield site within the Green Belt designation. Any development for housing here would represent a major & unwarranted 'change of use', and therefore should not be considered for such a development. We refer you to Chapter 8 of the NPPF, which states that buildings within such an area should not be replaced by larger buildings, nor should substantial change of use be permitted.
One of the major planks of the Green Belt policy is to prevent neighbouring towns merging into one another, and to check the unrestricted sprawl of built-up areas: the proposed development would make the gap between Ingatestone & Brentwood virtually indistinguishable, especially with the additional proposed developments around the Mountnessing Roundabout.
There would also be certain to be a considerable increase in traffic in the immediate & general area of any such sizeable development, where there is already an appreciable volume of traffic from the Heybridge estate, from people coming from Hutton/Billericay/Ingatestone to join the A12 and from people using the Council Recycling Centre.

Therefore, we wish to formally object to the proposed large-scale housing development envisaged as a possibility for the IGC area of land,

I am concerned and totally OPPOSE the release of any additional Greenbelt land and specifically the green belt adjacent to the village school in Mountnessing. I am aware that Crest Nicholson have undertaken many tests on the site and are putting in their plan to you at your deadline, which I assume is a tactic they use to their benefit.
Mountnessing has a lack of key facilities and an infrastructure which is inadequate to take development such as that proposed by Crest Nicholson. The current proposed access way through Crosby Close is also far too narrow.
I therefore totally SUPPORT Brentwood Council regarding the non release of any additional green belt land other than that is already allowed for in the plan.
Furthermore, I would like to add that we have a vehicle which is too large to fit in our car port area. We therefor have to park in Crossby Close. The vehicle is already difficult to position, to allow access for normal sized cars into the close. I see no option for larger vehicles to pass by, especially on a regular basis. We also bought the house because it has side access into a cul de sac - we felt that this would be a safe option for our 3 young children, aged 3yrs, 5yrs & 6 yrs. We would definitely not welcome the road being opened up.

RE: Ingatestone Nursery Housing Development

It is with deep regret that we read of the proposed size of development on the Ingatestone Nursery site, which backs on to our garden. Firstly I feel frustrated that I knew nothing of the meeting at St Johns, Mountnessing on 2nd September. We had no flyer of such a meeting and neither did two of our neighbours. One may question whether this was a deliberate act.

We appreciate that housing must be built but the number of dwellings seems unrealistic. This is a piece of green belt land regardless of the now attached label of 'brown field'. You will be aware that the building of fifty-two or so dwellings on the old Heybridge Hotel site car-park resulted in a crammed development where parking now spills constantly on to Roman Road as the residents have no room to park near their properties, in fact you can hardly drive along the roads on that estate.

The nursery was a thriving concern and all residents are fully aware that it has been deliberately run-down to appear that it is a loss making business. The building of this number of properties on such fields and gardens seem unnecessarily large in proportion to the current number of houses in our road. Will there be flats that will spoil the semi- rural aspect of the area? Will they overlook our currently un-overlooked gardens? Who cares?

The busy A12 and the London to Norwich train line creates two boundaries and the third is the Civic Amenities Site! Additional car traffic created through the building of that number of houses will undoubtedly increase noise and pollution. We have a current serious problem with surface water in Burnthouse Lane and this can only be exacerbated by further concrete and road surfaces. Exiting onto the A12 slip road may also be a severe problem.

A friend of mine who attended the meeting on 2nd September reported that one Brentwood Council Official stated that the development would go ahead regardless of any objections; this has obviously made people very frustrated and angry. It is interesting that such proposal developments never take place in Mill Green or such areas.

Our concerns are density, height, pollution, noise and flooding. Fundamentally our greatest objection is the taking of green belt land to build housing. Green belt is a highly regarded barrier between development and space. We look forward to hearing from your offices.
