10. Development of 2/3 houses acceptable provided upgrade to mains services, but transport, health and employment would be a concern.

We strongly object to the above development for the following reasons:-

1. Inadequate sewer system, the current sewer has blocked many times and has caused raw sewage to flow into homes in The Coppice (into the kitchen and dinning room) on more than one occasion. The resulting damage left some of the homes uninhabitable for a considerable time, requiring the complete gutting of the downstairs of the house. An overflow tank has been installed in The Coppice, but this would have to be enlarged considerably if a further 12 houses were added to the system. The main sewer would also have to be upgraded.

2. Other mains services are poor, with regular momentary power cuts, and low water pressure. The supporting document also states that there is no capacity at Doddinghurst WWTW.

3. Lack of transport links to Employment, shops, health services, recreation etc. - The Bus service is very poor and non existent evenings and weekends. There is no footpath to the doctors surgery.

4. No local employment.

5. Only one small shop/post office.

6. Parking in School rd and the Coppice, is already a nightmare, and gets even worse at School opening/closing time. A further potential 24 cars, parking and accessing school rd or the coppice, would lead to increased pollution and accident risk (The Coppice is a cull -de -sac in which children regularly play).

7. Proposed site is occupied, not unoccupied as stated.

8. Development of this site would have a major detrimental impact upon the neighbouring residents.

9. Proposed site borders a SSSI.

10. A small development of 2/3 houses on the site with access via school road would be possible, provided there was an upgrade to the current mains services (water, sewer, electric), but transport, health and employment opportunities would still be a concern.

Our comments will be confined to sites that affect the village- proposed Woodlands site in School Road. As to other "not discounted sites", these all lie within the Green Belt and the general mood of the Parish and the Parish Council is that it would continue with its policy to vigorously oppose such developments in "green" Belt sites and only support developments if the proposal had inappropriate heavy industrial use for which residential development would afford an exceptional planning gain.

OBJECT: DM23 Housing Land Allocations - Major sites (Local Plan 2015 - 2030, page 128)

We object to the inclusion of Woodlands, School Road as designated development site in the Local district plan for the following reasons;

The proposed designation of the property Woodlands is abutting Green Belt and an area of special scientific Interest making it unsuitable for high density development. The proposal to erect 12 dwellings is excessive and inappropriate in a rural area.

However, should development be acceptable on Woodlands there should be no more than four properties. This would be more in keeping with the density of neighbouring properties and sympathetic to the street scene. Access and egress should be from School Road only with no secondary access to any part of the development or crossing of the bridleway which is in daily use by walkers.

As a planning condition improvement to local highway, drainage, sewers must be submitted.

Houses in the neighbouring Coppice have on two occasions been flooded internally destroying kitchens and internal fittings. To avoid the high risk of further flooding an escape tank is situated under the road due to the inadequacy of the current system in the area.

The close proximity of the site to 'Kelvedon Hatch Infant and Junior School' in School Road makes a large scale development unsuitable due to current congestion and parking in the road at school times.

I object to the proposed development on the following grounds:-

1. A development of 12 properties on such a small plot would not be in keeping with the surrounding detached and semi- detached properties adjacent to the plot.

2. The proposed plot lies adjacent to a SSSI, such intense development would have a detrimental impact on the flora and fauna which give the SSSI its status.

3. The parking in School Road, The Coppice and Luthers Close currently poses an issue. Most properties have at least 2 cars without adequate off street parking. At school drop off and collection times the lack of space becomes a serious problem - the risk of accident considerably multiplied - and accessing School Road and adjoining cul-de-sacs becomes impossible. A further increase in resident cars (possibly 12-24) would exacerbate an already very difficult situation.

4. Public transport links to Brentwood , and its facilities are very poor and unreliable. There is no safe walking route to the nearest GP ( 1mile away) and although there are 2 shops within the village, access to the post office from the proposed site is across the busy A128 with no adequate crossing (40mph road).

5. There is no local employment.

6. The sewer system for the local area is totally inadequate. Over 20 years ago the lower 4 properties within The Coppice were flooded with raw sewage. A small sump with a one way valve was installed to prevent this happening again. However, on a regular basis, when there are drainage problems on School Road, the valve shuts and waste cannot run away from the properties in The Coppice until the problem is resolved. Additional houses would add to the pressure on the already overburdened sewerage system.

7. Other mains services are poor. Regular power cuts are experienced, along with low water pressure. The draft site assessment states that there is no extra capacity at Doddinghurst wwTw.

8. The proposed development would have a detrimental impact aesthetically on the neighbouring properties as the rear of some houses and private gardens will become overlooked.

9. There is already development proceeding on a neighbouring plot - Searchlight- which adds to the aforementioned issues.
