Draft Local Plan

Representation ID: 14566

Received: 19/04/2016

Respondent: Mr C Lonergan

Agent: Strutt & Parker LLP

Representation Summary:

Para 5.46 - States a clear commitment to bringing forward land as quickly as possible to meet housing needs. It is apparent from the Council's reliance on the release of a strategic site in Dunton Garden Village and the reliance of permitted development conversions, that the Council is not planning to bring forward land as quickly as possible, when there are suitable, available and deliverable sites submitted to the SHLAA that are not being allocated for early release.

Draft Local Plan

Representation ID: 15141

Received: 28/04/2016

Respondent: CEG Land Promotions Limited

Agent: CODE Development Planners Ltd

Representation Summary:

Support the aim of the Council to bring forward land as quickly as possible to meet housing needs swiftly. The detail contained in Appendix 2 of the expected rate at which new homes will be provided is supported. CEG believe that there is a realistic prospect of delivering new homes on the site within the first five years of the plan period. The requirement of policy 7.1 to produce a Masterplan to form part of the Brentwood Local Development Plan is an important element of early delivery. The preparation of a Masterplan and early submission of an application for outline planning permission during the Local Plan preparation process will enable the Promoter, the Council and relevant stakeholders to progress quickly sufficient detail of the scheme.

Draft Local Plan

Respondent: Tesco Stores Limited

Representation Summary:

The Council cannot demonstrate five year housing land supply. Our assessment [see full representation] concludes that Brentwood has less than 2.5 years housing land supply. This represents a significant and serious shortfall in housing sites.
Recommend that sites for housing in addition to those already identified in the Local Plan must be identified to come forward in the first five years e.g. Sawyers Hall Lane.

Draft Local Plan

Representation ID: 16059

Received: 13/05/2016

Respondent: Martin Grant Homes

Agent: Pegasus Group

Representation Summary:

The Council's Interim Five Year Housing Supply 2013-18 was only able to demonstrate 4.29 years of deliverable housing sites and this remains the most recent assessment undertaken by the Council. The latest AMR showed recent housing delivery was significant below the OAN and therefore existing shortfall has increased. The housing trajectory at Appendix 3 does not provide any confidence in this shortfall being made up within the 5 year period.
It is imperative for a wide range of sites to be considered and included in the Plan, including appropriate greenfield sites.
